Lisa Tonrey, MHA, RPh, PhC, FAPhA CAPT (ret.), USPHS – President, CEO, Founder

Lisa Tonrey possesses a leadership career dedicated to improving the health of U.S. and global populations. She served over two decades on active duty as a Commissioned Officer of the U.S. Public Health Service as a clinical pharmacist, health administrator, and public health advisor. Her work with communities across the U.S., and her international humanitarian work with the U.S. Agency for International Development, and Office of Foreign Disaster Assistance prompted her passion for people to be connected to their own health information.

Tonrey served as the President of the American Pharmacists Association. Her public health presidential initiative advanced the agenda for pharmacists to immunize in all 50 states. She also served a five-year term on the Arizona Pharmacy Association Board of Trustees and on their executive committee as its treasurer.

Tonrey is the recipient of numerous national and government awards most notably: American Health Council, Best in Medicine (2019); Arizona Pharmacy Association, Hall of Fame (2019); APhA Foundation, Pinnacle Award for Individual Career Achievement (2018); Pharmacy Times Next-Generation, Pharmacist of the Year, and Lifetime Leader Awards (2018); US Public Health Service Pharmacist Leadership and Clinical Pharmacist of the Year Awards; along with several awards for heroism in response to terrorist and domestic disasters.

Tonrey holds a Bachelor’s degree in Pharmacy from Rutgers University, a Master of Health Administration from Chapman University, a Fellow of the  American Pharmacists Association, and a Fellow of the University of Pennsylvania, Wharton School of Business, Leonard Davis Institute of Health Economics, earning the Certificate in Blockchain and Digital Assets.


Scott Hamstra, MD, CAPT (ret) USPHS, ABP, FAAP – Chief Medical Officer, Founder

For the past three decades, Dr. Hamstra has focused on improving the health and lives of children in underserved communities. He is a graduate of Northwestern University Medical School, residency trained in pediatrics, with fellowship training in pediatric infectious disease.

Dr. Hamstra served as a frontline clinical provider in rural Arizona working on the White Mountain Apache, Tohono O’odham, and Hopi Indian Reservations.
His work not only included direct patient care in ambulatory clinics, emergency rooms, and hospitals, but as a U.S. public health officer also assessed the population health status of these Native American communities.

As a pediatrician in these austere environments, he initiated and addressed numerous public health strategies aimed at improving the health of native
children. He has received numerous public health awards, particularly for vaccine-preventable diseases.

National leadership roles included Immunizations, Clinical Informatics and Medical Technology Advisory Committee, National Immunization Reporting System, the IHS Electronic Health Record, Meaningful Use, and serving as subject matter expert instructor for vaccination and population health software.

With one foot in the clinical realm and one in the public health domain, Dr.  Hamstra experienced success at the community level directly correlated with
success during daily individual encounters. These successful outcomes build on providing the right information to the right person at the right time. This concept fueled his passion for providing meaningful information to the professional, and to the most important person in the room, the patient.


Brad Cates, Esq – Secretary-Treasurer, Chief Legal Counsel, Founder

Mr. Cates is a former Head of the United States Department of Justice Asset Forfeiture and Money Laundering Section. He is also a businessman and attorney.

He was formerly a United States federal and state prosecutor, federal administrative judge, state legislator, counsel to the state legislature Judiciary Committee, and senior U.S. immigration official.

His editorials and articles have been published in the Wall Street Journal, The Washington Post, Ft. Worth Star-Telegram, Albuquerque Journal, New Mexico Bar Journal, and others.
